- PRIMARY FUNCTION Responsible for accountability, academics, performance measurement, timely and reliable monitoring of student achievement as well as the performance of all schools. Directly leading the offices of curriculum and instruction and special programs. This position drives the educational performance of Cleveland ISD, providing leadership, vision, and strategic direction for the curriculum, instruction, research and assessment, school improvement initiatives. The position requires a strong academic leader who has deep experience in the design, integration, implementation and management of large, urban and complex district wide systems to improve student outcomes, as well as knowledge of curriculum, instructional practices, school operations and management, and leadership development. QUALIFICATIONS Education/Certification: Master’s degree in Educational Leadership, Administration, or a related field *Doctorate preferred Valid SBEC Certification Special Knowledge/Skills: Demonstrated success leading strategic educational initiatives that result in measurable improved student achievement. Demonstrated ability to lead the design, implementation, and management of large-scale systems. Demonstrated knowledge of research-based current curriculum, instruction, assessment, and staff development best practices. Demonstrated success leading school improvement initiatives that close student achievement gaps between racial, ethnic, and economic groups. Demonstrated success designing, organizing, and leading a systemic change process in a large, complex, diverse organization. Demonstrated ability to effectively manage limited resources to support strategic organizational goal attainment Effective communication, interpersonal, and team-building skills. Effective organizational skills with demonstrated ability to manage multiple complex roles and responsibilities. Experience: Ten or more years of progressive education administrative experience including school and district leadership experience at an executive level. EVALUATION Performance will be evaluated annually in accordance with provision of the Board’s policy on evaluation of personnel. ESSENTIAL JOB FUNCTIONS: Builds and supports a high-performance educational team - inspiring, integrating and aligning the academic work of CISD. Develops and maintains clear and inclusive decision-making processes to ensure integration of academic supports and services, as well as effective ongoing technical and operational management of the schools. Identifies and implements effective curriculum, instruction, and assessment policies and practices that maximize educational options and lead to improved achievement for all students. Balances educational consistency with appropriate autonomy at schools, fosters best practice sharing and opportunities for collaboration at all levels. Provides the required support and fosters a culture that motivates teachers and administrators to perform at the level of excellence necessary to improve student achievement and narrow the achievement gap between racial, ethnic, and economic groups. Supports school leaders to design and implement school improvement plans that employ instructional visions and practical strategies to improve student achievement. Develops and oversees a world class professional development program for teachers and principals. Sets priorities and measurable goals and effectively manages CISD resources to support priorities and goal achievement. Conducts statistical analysis of academic initiatives with focus on improving student achievement; analyzes student data, coaches, principals, and teachers on the use of data to make informed decisions. Provide overall leadership and supervision of the District’s progress and performance measurement system and reporting practices to support timely and reliable monitoring of district wide and school wide administrative and instructional programs. Provides leadership, direction, and guidance to all schools in a systematic effort to design and implement coherent and sustained systems of support, as well as a process for continuous school improvement. Provides leadership providing the best possible opportunities for students with a focus on continuous achievement for all students and closing the achievement gap. Supervises the development of goals, preparation of short and long term range plans. Adhere to professional and ethical standards, in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics. Develop needed professional skills appropriate to job performance. Maintain confidentiality. Reliable attendance and punctuality. Follow district safety protocols and emergency procedures. Participate in staff development activities to improve job-related skills. Comply with state, district, and school regulations and policies. Attend and participate in staff meetings and serve on staff committees as required. Comply with policies established by federal and state law, State Board of Education rule, and local board policy. Perform other duties as assigned by the Superintendent of Schools.
