Qualifications
Education/Certification/Experience: Master’s degree in special education or closely related field from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Five years full-time, wage-earning experience providing special education services to students or monitoring the provision of special education services at a management level. Two years full-time, wage-earning experience in the supervision of employees. This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely. This position requires moderate statewide travel to Windham School District campuses. Special Knowledge/Skills: Knowledge of research, trends, and best practices in special education. Knowledge of state laws, regulations, federal laws, rules and regulations applicable to special education, English as a Second Language (ESL), the American with Disabilities Act (ADA) and Title I programming. Skill in drafting procedures to provide ADA, ESL, Special Education, and Title I services. Skill in administration and supervision of an education program, staff, and budget management. Ability to maintain positive working relationship with staff, supervisor, stakeholders, and community. Ability to use abstract reasoning, problem solving, planning and analytical skills in training, evaluation, and program development. Ability to interpret data. Strong organizational, communication, leadership, and interpersonal skills. Skill in the use of computers and peripheral equipment. Major Responsibilities and Duties: 1. Provide training and support for education personnel regarding ADA, ESL, Special Education and Title I services. 2. Ensure the district is in compliance with state and federal laws, regulations, rules and regulations applicable to ADA, ESL, Special Education and Title I programs. 3. Coordinate with district staff to maintain existing programs and implement new services in accordance with established timeframes, professional standards, and related requirements. 4. Develop long and short term goals and plans to improve service delivery to students and align with district goals. 5. Direct and participate in the implementation of existing and new programs/services ensuring established timeframes and requirements are met. 6. Facilitate meetings that may frequently involve a range of issues for the purpose of evaluating situations, identifying appropriate actions, solutions and desired program changes. 7. Prepare reports, authorize financial transactions, and manage a budget. 8. Prepare a wide variety of often complex materials to document activities and issues; provide audit references; prepare presentations; and provide supporting materials for requested actions. 9. Respond to inquiries from staff, regulatory agencies, and other professional organizations for the purpose of providing information and/or direction. 10. Serve as a resource and subject matter expert to district personnel and various agencies related to ADA, ESL, Special Education and Title I. 11. Perform other duties as assigned. Professional Growth and Development: 12. Maintain a broad knowledge and understanding of school improvement and leadership literature specifically related to special education issues. 13. Participate in professional training activities, which assure that the district is continually informed of new and promising practices. Policy, reports, and Law: 14. Maintain confidentiality of information received in the performance of job duties 15. Perform duties in a professional manner through daily, punctual attendance at location of work assignment. 16. Follow Windham School District policies and procedures at all times. 17. Execute duties in a professional, ethical and responsible manner in accordance with 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators. Supervisor Responsibilities: Provide supervision to ADA, ESL, Special Education and Title I staff.
Salary Range
97,044 Per Year
