POSITION OVERVIEW: The Office of Governance (OG) strives to proactively support school systems, keep students safe, and uphold Texas education law with integrity, objectivity, and excellence. We engage with local education agencies (LEAs) to promote best practices through two core workstreams: Field Support and Compliance & Investigations. By fostering collaboration across the agency and engaging directly in the field, we advance our vision of creating a safe school environment and excellent education for every Texas public school student. The Division of Compliance and Inquiries plays a vital role in safeguarding the integrity of Texas public education. By managing and processing written complaints from a wide array of stakeholders—including parents, teachers, students, vendors, taxpayers, and government officials—the division ensures that concerns are addressed with fairness, transparency, and a commitment to continuous improvement. As the Jurisdiction Review Unit (JRU) Manager, you will lead a dynamic program that manages the agency’s complaints and correspondence function. This role offers the opportunity to shape processes, set priorities, and collaborate across teams to uphold high standards of service and accountability. Reporting to the Assistant Director of Complaints and Inquiries, the JRU Manager operates with a balance of autonomy and support, making independent decisions while contributing to the larger mission of educational excellence and quality. ESSENTIAL FUNCTIONS: Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1. Team Management and Supervision: exhibits strong leadership in guiding a high-performing, mission-focused team; supports team development by helping identify initiatives, setting clear, data-driven goals, and establishing individual performance objectives; regularly tracks and assesses progress to promote growth and accountability 2. Complaint Management: oversees the agency’s complaints process, ensuring timely and accurate intake, assignment, and tracking of all correspondence 3. Quality Assurance: drives quality across all program outputs by evaluating performance data and ensuring work products meet high standards of accuracy, clarity, and professionalism; reviews documents and communications to confirm alignment with policy and responsiveness to stakeholder needs 4. Process Improvement and Optimization: evaluates program effectiveness using performance data and stakeholder feedback; identifies risks and opportunities for improvement and implements strategies to enhance the impact and efficiency of the program 5. Stakeholder Engagement: cultivates and maintains strong relationships with internal and external stakeholders, leveraging their subject matter expertise and partnerships to support thorough and effective investigations
- Qualifications
- MINIMUM QUALIFICATIONS: • Education: Graduation from an accredited four-year college or university • Experience: At least four [4] years of experience in working with complaints, investigations, dispute resolution, or compliance monitoring • Substitutions: An advanced degree may substitute for two years of required experience. OTHER QUALIFICATIONS: • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. • Working knowledge of state and federal laws and regulations pertaining to misconduct, criminal and administrative investigations, and confidentiality, including Texas Penal Code, Texas Education Code, Texas Family Code, Texas Administrative Code, and the Family Educational Rights and Privacy Act. • Experience with complaint resolution policies, risk mitigation, conflict and dispute resolution procedures, compliance monitoring, and/or report writing. • Superior verbal and written communication skills with the ability to effectively engage in a collaborative, results–oriented team environment and adapt to and effectively engage with diverse individuals and stakeholders. • Ability to proof and prepare documents and reports, develop technical guidelines, complete multiple projects simultaneously, and manage a large docket of cases under short timelines. • Extensive problem-solving skills that result in identifying challenges, gathering and analyzing facts, evaluating alternatives, and implementing best-fit solutions. • Excellent time management and organizational skills with the ability to prioritize and complete multiple competing projects or priorities simultaneously. • Desire to self-reflect, give/receive feedback, and continuously improve. • Willingness to work as a contributing member of a team and foster positive and effective working relationships with a variety of individuals (including executive leadership) and groups, internal and external to TEA. • Experience working in a regulatory state agency is preferred. • Supervisory and project management experience preferred. • Experience in the education sector is preferred. • Bilingual Spanish speaker preferred.
