JOB TITLE: Director – Student Affairs REPORTS TO: Executive Director – Innovation and Student Support Services WAGE/HOUR STATUS: Exempt PAY GRADE: AI 5 PRIMARY PURPOSE: The Director of Student Affairs provides strategic leadership and operational oversight of districtwide student services to ensure equitable, responsive, and legally compliant support for all students. This position is responsible for implementing systems and processes that support student attendance, discipline, transfers, alternative placements, dropout prevention, restorative practices, and Title IX compliance. The Director collaborates with schools, families, district departments, and external partners to provide consistent application of policies, reduce exclusionary practices, and strengthen student engagement. This role serves as the district's hearing officer for student discipline matters and plays a key role in maintaining a safe, inclusive, and student-centered learning environment. MAJOR RESPONSIBILITIES AND DUTIES: Stakeholder Support & Policy Implementation Serve as a key point of contact for parent, student, and campus concerns related to attendance, behavior, student placement, discipline, and Title IX compliance. Oversee and monitor the consistent implementation of the Spring ISD Code of Student Conduct across all campuses. Ensure campus-level compliance with student due process, PEIMS 425 coding, and other procedural safeguards. Investigate and assist with student-related grievances and concerns in alignment with Board Policy FNG (LOCAL and LEGAL). Disseminate juvenile justice information to appropriate campus personnel in compliance with Article 15.27. Student Placement & Discipline Oversight Serve as the District Hearing Officer for all student expulsion hearings. Review and process referrals to the District Alternative Education Program (DAEP) and Juvenile Justice Alternative Education Program (JJAEP). Manage all contracts, documentation, and placements related to DAEP and JJAEP in accordance with TEC. Maintain accurate and timely records for all alternative placement decisions and student discipline outcomes. Title IX Coordination and Oversight Provide direct supervision and operational oversight of the Title IX Coordinator, ensuring district compliance with Title IX and related state civil rights laws regarding sex, gender identity, and sexual orientation discrimination. Support and monitor implementation of Title IX policies, complaint investigations, staff and community training, and data tracking. Collaborate with the Title IX Coordinator and other district personnel to promote a safe, equitable, and nondiscriminatory environment. Ensure timely and effective resolution of Title IX-related grievances in alignment with federal and state laws. Program Leadership & Strategic Initiatives Lead and support the district’s implementation of attendance improvement plans, truancy diversion efforts, and dropout prevention programs. Coordinate targeted mentorship programs for at-risk students in collaboration with campuses and community partners. Identify and implement proactive strategies to reduce student disciplinary removals and promote restorative practices. Data Analysis & Reporting Analyze districtwide data related to discipline, attendance, truancy, dropout rates, and Title IX compliance to identify trends, risks, and opportunities. Provide regular reports to district leadership to inform decision-making and support continuous improvement. Use data to identify professional development needs, recommend policy updates, and guide program interventions. Collaboration & Compliance Partner with Legal Services, PEIMS, Counseling & Guidance, and other departments to ensure compliance with state and federal laws, including Title IX. Provide training and technical assistance to campus administrators and staff on discipline, attendance, Title IX, and student support policies. Monitor implementation fidelity of student support services through campus visits, walkthroughs, and coaching. Other Duties Participate in district committees, hearings, and initiatives as needed. Perform other job-related duties as assigned. This position requires travel within the district and occasional statewide travel. Qualifications
QUALIFICATIONS: Required: Master’s degree from an accredited college or university in education, educational leadership, counseling, or a related field Minimum of two (2) years of relevant experience in campus or district leadership, student services, or discipline support Preferred: Texas Mid-Management, Principal, or Administrator Certification Valid Texas Teaching Certificate Experience working in student discipline, attendance, or dropout prevention Bilingual (Spanish/English) SPECIAL KNOWLEDGE/SKILLS: In-depth understanding of the Texas Education Code, specifically Chapters 25 and 37 related to student attendance, discipline, and alternative placements Knowledge of PEIMS reporting standards, Article 15.27 of the Texas Code of Criminal Procedure, and relevant Board policies (e.g., FNG Legal/Local) Familiarity with graduation requirements, dropout prevention strategies, and alternative education placements (DAEP and JJAEP) Strong understanding of Title IX compliance and civil rights laws pertaining to student protections against discrimination based on sex, gender identity, and sexual orientation Working knowledge of restorative practices, equity-centered discipline systems, and inclusive student support frameworks Excellent skills in conflict resolution, de-escalation, and stakeholder communication, particularly with students and families in high-stakes or sensitive situations High proficiency in data analysis and reporting, including the ability to identify trends in discipline, attendance, and dropout rates to inform strategic action Skilled in case management and documentation, including hearing processes, placement tracking, grievance response, and legal documentation Strong ability to interpret and apply policy, ensuring consistent and legally compliant practices across diverse school settings Effective in training, coaching, and supporting campus administrators in implementing student support policies with fidelity Ability to conduct hearings as the District Hearing Officer and make placement determinations aligned with legal and procedural requirements Ability to balance authority with empathy, ensuring due process while supporting student growth and well-being Ability to coordinate multi-agency and interdepartmental efforts, including collaboration with Legal, Counseling, PEIMS, and external agencies Capacity to manage multiple high-priority responsibilities simultaneously while maintaining professionalism and timely response Ability to lead strategic initiatives, such as attendance improvement plans, truancy prevention, mentorship programs, and discipline reduction efforts Demonstrated commitment to educational equity, student advocacy, and inclusive leadership
