- BASIC FUNCTION & RESPONSIBILITY: Leads, directs, and manages the comprehensive employee health and welfare benefits program for the District. Provides counsel and expertise to employees to ensure most effective use of benefits. Administers the District’s workers’ compensation program and oversees the implementation of the District leave program according to established policy, rules, and regulations. Processes and provides timely notification and communication with employees, supervisors, and insurance carrier regarding employee benefits, workers’ compensation claims, ADA compliance and accommodation requests, and leaves and absences. Manages a departmental sub-function within the Business Services Department and develops policies and procedures to support the functional infrastructure. ENTRY QUALIFICATIONS: High school diploma, Bachelor’s Degree preferred EXPERIENCE: Three years’ experience in benefits administration, insurance administration, or other related field preferred KNOWLEDGE, SKILLS & ABILITIES: Knowledge of administration of employee benefits programs Strong organizational, communication, and interpersonal skills Knowledge of administration of workers’ compensation program and applicable laws Knowledge of administration of leave programs and applicable laws Ability to interpret and disseminate insurance and benefits information to individuals and groups Proficiency in keyboarding and file maintenance Ability to use personal computer and software to develop spreadsheets, databases, and do word processing Knowledge of basic accounting principles CHARACTERISTIC DUTIES & RESPONSIBILITIES: The essential functions, pursuant to the Americans with Disabilities Act, may include the characteristic duties, responsibilities, knowledge, skills, and abilities noted herein; however, this is not a comprehensive listing of all functions and tasks performed by positions found in this job description. Major Responsibilities and Duties: Benefits Administration: Administer employee benefit programs such as group health insurance, dental, life, and medical reimbursement. Initiate and promote innovative wellness opportunities to improve the overall health and well-being of employees. Manage employee benefit inquiries and concerns to ensure quick, equitable, and courteous resolution. Act as liaison between employees and insurance carrier’s claims office and resolve administrative problems with insurance carrier representatives. Provide timely notice to employees under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA) and Health Insurance Portability and Accountability Act (HIPAA), and Affordable Care Act (ACA) including issuing certificates of coverage for all medical plans for all terminated employees and dependents. Attend New Employee Orientation meetings and assist with enrollment of new employees in benefits plans. Supervise and coordinate the annual open enrollment process, including conducting group presentations and preparing, distributing, and receiving materials and forms. Evaluate and process all employee benefit enrollment and change forms within required time limits to meet payroll deadlines. Supports Chief Human Resources Officer in decision-making through analysis and alignment of employee needs with benefit options and future cost considerations. Records, Reports, and Correspondence: Formulate and verify the calculation of monthly premium deductions for all group insurance policies. Balance and import electronic files from online platforms to account for payment. Manage and maintain all benefits-related records including statistical data relative to premiums, and prepare reports as needed. Coordinate with third-party administrator on annual benefits handbook development, including content review, printing, and distribution Maintain and distribute insurance forms and supplies to campuses and other district buildings. Prepare and maintain all reports, and other documents as required for compliance with state and federal laws. Maintain confidentiality of information. Leave Coordination: Directs the processing of long-term absences according to established guidelines including determining eligibility for various leave programs and providing employees with appropriate and timely notice. Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information related to absences such as deductions from pay, medical certification requirements, return to work dates, and fitness for duty requirements. Collaborate with the payroll department to process and coordinate employee leaves and absences, relating to workers’ compensation claims and various leave programs. Management and coordination of Assault Leave between employer, employee, and TASB RMF. Leads the management of employee leave records, including confidential medical information, in accordance with federal and state laws and regulations, and district policies and procedures. Worker’s Compensation Administration: Management of Workers’ Compensation claims, including reporting and processing or accident reports, claim management, integration with leave, liaison for employees to workers’ compensation insurance carrier, return to work program. File all insurance forms and Texas Department of Insurance, Workers’ Compensation Division (DWC) reports including wage statements, first report of injury, supplement report, and job information in a timely manner. Coordination of leave and benefits between TASB and employees. Establish and maintain contact with injured employees and aid with claims and obtaining health care as appropriate. Communicate with workers’ compensation insurance carrier, doctors, nurses, campuses, and health care providers to enable appropriate processing of claims. Manages and facilitates the reporting of work-related illnesses and injuries with campus and department secretaries, supervisors, and administrators. Collaborates with Payroll Department, and Compensation Managers to ensure appropriate use and access to applicable leave and insurance benefits. Directs the assembly and analysis of loss data and trends. Compiles, maintains, and files all reports, records, and other documents as required including workers’ compensation records and confidential medical certifications. ADA Administration: Serves as the primary contact to respond to questions from staff and management regarding ADA compliance and accommodation requests. Facilitates and participates in the interactive process to identify and assess options for providing reasonable accommodations and access to eligible employees in accordance with the Americans with Disabilities Act. Researches, analyzes, and interprets applicable laws and regulations relative to the assigned area of responsibility and makes recommendations based on findings regarding employee requests for workplace accommodations. Risk Management Monitor adherence to district safety policies and procedures. Identify potential hazards and work with appropriate District staff to implement corrective action plans. Oversee accident/incident reporting and documentation Implement strategies to prevent injuries or harm SUPERVISION EXERCISED: Supervises the Leaves and Benefits Specialist. Assists in the process of recruiting, screening, interviewing and hiring of assigned staff. Initiates personnel actions including documentation and termination under the guidance of Human Resources. Conducts performance appraisals of assigned staff. PHYSICAL & MENTAL DEMANDS: Tools/Equipment Used: Standard office equipment including personal computer, multi-function printer/copier, calculator, scanner, shredder, and phone system; benefits administration software and portals Posture: Prolonged sitting while working at desk; frequent standing and walking to attend meetings and assist employees; occasional bending/stooping, reaching, pushing/pulling, and twisting Motion: Repetitive hand motions including frequent keyboarding and mouse use; occasional reaching and grasping Lifting: Occasional light lifting and carrying (under 15 pounds) such as files, materials, and supplies Mental Demands: Maintain emotional control and exercise sound judgment under stress; work with frequent interruptions; manage multiple priorities and deadlines simultaneously; maintain confidentiality of sensitive employee information Environment: Work is performed primarily in an office setting; may require prolonged or irregular hours during open enrollment periods and peak benefit processing times; occasional travel to district campuses or off-site meetings Communication: Frequent need to effectively communicate complex benefit information clearly and patiently to diverse audiences; respond to employee inquiries with accuracy and professionalism
