- Monitor, create, implement and evaluate structures needed for budgeting of federal and state funding supports and ensuring compliance and fidelity within the system. Partnering with the curriculum team and campuses in reviewing and analyzing district and campus supports for instruction, intervention, enrichment, collaboration efforts, assessment practices, data collection tools, and specifically budgeting and allocating funds for federal and state funding. Partner with the curriculum team and campuses in efforts of evaluating accountability data, learner growth, assessment data analysis, targeting specific needs; as well as, developing and sustaining structures to ensure federal grant fund expenditures impact learner growth. Major Responsibilities and Duties: Program Management • Coordinate efforts with other curriculum team members and campuses in their understanding of federal and state funding in how we are supporting learning • Collaborate with others in order to review district and campus data to identify areas of strength and areas of growth and how we are using programs and building systems to address those needs • Coordinate efforts to evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district • Inform superintendent or other administration of the effects of current and impending legislation regarding federal grant funds • Provide interpretation and communication to administrative staff, and others, of updates and changes related to the federal grant and state compensatory education funding • Coordinate efforts in the drafting of project proposals and reports, including the writing and development of program goals, objectives, action plans, and budget for federal/special funding of programs • Prepare and submit standard applications for federal funds to Texas Education Agency (TEA) in partnership with the Assistant Superintendent of Curriculum and Instruction • Evaluate requests for projects and programs requiring federal grant funding • Develop and coordinate with others on the curriculum team a continuing evaluation of federal/special programs and implement changes based on the findings • Maintain a working knowledge of all district assessments and their impact on accountability • Provide interpretation and communication to administrative staff, and others, of updates and changes related to the state and federal accountability systems • Promote a culture of decision-making informed by meaningful data through a process that identifies and improves indicators for school accountability across district functions, campuses, and departments. • Partnering to support district and campus improvement plans for the needs assessment and overarching development process • Partnering with the curriculum team and helping to communicate the support of academic goals including CCMR and the Texas Academic Performance Report Consultation • Serve as liaison between school and other agencies on joint projects regarding federal grant and state compensatory funds • Collaborate with other team members in consulting with administrators, counselors, teachers, community agencies, and other relevant individuals regarding federal grant funds, State Compensatory Education funds, and Accountability. • Solicit federal funds and participate in grant-writing activities to obtain funding for federal/special programs and services • Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines • Maintain Accountability, Federal Programs, and State Compensatory Education district webpages as a communication tool for district personnel and community in alignment with legislative requirements. • Compile, maintain, and file all physical and computerized reports, records, and other documents required, including required financial reports to TEA in partnership with the Assistant Superintendent of Curriculum and Instruction and Chief Financial Officer • Comply with policies established by federal and state law, State Board of Education rule, and the local board policy • Collaborate in the establishment of targets for accountability for the district, its schools and departments • Provide technical assistance and communication regarding accountability measures analysis to a variety of stakeholders, including Board of Trustees. • Build and utilize a network of leaders throughout the region and state to enhance our district’s knowledge regarding accountability, including its measures, and opportunities for growth. Budget • Ensure that federal grant program costs are reasonable, necessary, allowable, and allocable, and that federal and state compensatory education funds are managed prudently and in compliance with EDGAR • Effectively manage federal grant budgets • Assist with the selection and purchase of supplemental programs, equipment, and supplies for federal grant as needed School/Organizational Climate • Maintain professional behavior, promote a positive image, appearance, and work ethic to always represent the district in a positive manner and work in a team environment that supports the vision and mission of the district • Maintain a positive and effective relationship, good judgment, and decision making with coworkers, supervisors, other district personnel, outside agencies and organizations • Ability to maintain professional behavior, appearance, and work ethic to represent the district in a positive manner at all times and work in a team environment Policy, Reports, and Law • Compile, maintain, and file all reports, records, and other documents as required including auditable records and statements • Comply with policies established by federal and state law, State Board of Education rule, and local board policy Other • Performs other duties as assigned. Supervisory Responsibilities: • Supervise office personnel who reports to your role. • Supervise budgeting and documentation of district and campus expenditures for federal and state compensatory funds through discussions, meetings and through the district and campus improvement plan process. Mental Demands/Physical Demands/Environmental Factors: • Maintain emotional control under stress • Occasional prolonged and irregular work hours • Occasional travel outside of school district boundaries • Prolonged use of equipment and computer with repetitive hand motions • Frequent contact with other district/campus employees Equipment Used: • Ability to work with technology tools such as PC, Macbook, etc. in order to perform the tasks needed within the role • Ability to work with spreadsheets, budgeting software and district systems for housing federal and state funding components • Ability to run reports and analyze data from district purchased resources. Frequent districtwide travel and occasional statewide travel; occasional prolonged and irregular hours.
- Qualifications
- Education/Certification • Minimum of a Master’s degree from an accredited college/university • Valid Texas teaching certificate with principal certification • Valid Texas administrative certificate or other credentials as may be required by the Texas Education Agency • Administrative experience preferred • Valid Texas evaluator certificate in state appraisal system Special Knowledge/Skills • Solution oriented when focusing on tasks and working with others • Knowledgeable about systems within instruction including, but not limited to: Professional Learning Communities, Collaborative Team Structures, Multi-Tiered Systems of Support, Coaching, Data Analysis Protocols, At-Risk identification, Accommodating for Learners based on: IEP, 504, Dyslexia or EB eligibility • Knowledgeable of data analysis techniques and coaching others on reviewing data, and use of effective protocols • Knowledge of state/federal accountability programs • Knowledge of federal regulations and state guidance concerning federal grants and State Compensatory Education programs • Knowledge of federally funded grant programs, application processes and compliance procedures • Knowledge of program improvement strategies and at-risk indicators • Skilled in analyzing financial activities, budget analysis and preparation • Skilled in operating a variety of technology applications/programs • Ability to maintain confidentiality of privileged and sensitive information • Ability to organize and manage multiple complex tasks simultaneously and independently to meet deadlines • Ability to perform duties with attention to detail, speed, accuracy, follow-through, courtesy, cooperativeness, and work with minimum supervision • Ability to communicate effectively verbally and written utilizing tact and diplomacy and maintain effective working relationships with district personnel and campus administration • Ability to comprehend complex systems and technical information and explain to a wide variety of stakeholders. • Ability to maintain professional behavior, appearance, and work ethic to always represent the district in a positive manner and work in a team environment • Ability to evaluate programs and use data to drive decisions • Ability to maintain effective working relationships with a wide variety of district personnel and outside organizations Experience: • Five years teaching experience • Campus and/or district level administrative experience
